Our financial resources to develop our land?

Kampong Bharu Development Corporation (PKB) will make arrangement for financial resources through investment by specially selected GLC to fund projects agreed upon by the landowner and inheritor. Kampong Bharu Development Corporation is the guardian of interests of landowners and inheritors who will help in terms of legal services and financial advisory service.

Is it possible to sell our land to foreigners?

Can not be owned by foreigners. Land with ownership Restriction can only be leased or rented subject to the approval of the Land Executive Committee of Kuala Lumpur.

If we do not have a document of title grant. What can we do?

Kampong Bharu Development Corporation and the Kuala Lumpur Lands and Mines Office are willing to help to expedite the process on the condition that the landowner/inheritor can provide the valid supporting documents as evidence.

How is Kampong Bharu going to be developed?

Based on the Master Plan, followed by the consent of landowners/inheritors, then the development will be carried out based on options outlined in Kampung Bharu Development Guideline. Collaboration between competent GLCs/Developers and government agencies will become the main force of development.

Our land is small in size, can it be developed individually?

Regulation based on the Guideline has stipulated that the development in Kampong Bharu qualifies to use 1:10 plot ratio with a minimum land area of about 30,000 square feet.

How much money do we need to pay if we want to change the status of land?

The landowners in Kampong Bharu are given a special incentive to change the status of land by having to pay RM1000.00 only.

What will we get if our land is involved with the roads and infrastructure? What is our benefit?

Transfer of shares in other lot can also be arranged. Besides through the reacquisition of land, Kampong Bharu Development Corporation (PKB) can arrange for the rights of landowner/inheritor involved to be transferred to other lot developed by the developer.

What is the value of property in Kampong Bharu?

The value of property in Kampong Bharu is subject to the type of development in Kampong Bharu and current market price of property. When a certain area is well developed, the value of property will rise comparably with the value of property in the Golden Triangle of Kuala Lumpur.

I have many family members but the small estate settlement is pending. What should I do?

PKB with the assistance of the Small Estate Settlement Office is helpful in close cooperation from the inheritors themselves.

Is it better for us to sell than to develop?

  • Sell the land ~ only to get some money and does not constitute an investment
  • Build and develop ~ The asset is preserved & the value of land keep on rising as an investment after it is developed. This step will protect the property and interests of inheritors/Malays in Kampong Bharu

What are the benefits of redevelopment that we receive?

Each inheritor will have guaranteed individual rights upon completion of the development project whether in the form of residential/housing or business lot; or in the form of shares or both, according to their respective rights.

Subject to the type of development and the size of land being developed. If we refer to the Master Plan, Kampong Bharu Development will be completed by 2030.

Absolutely. Kampong Bharu is located adjacent to the Golden Triangle area which is surrounded by rapid development and the potentials for investors are very encouraging.

Is it true that Kampong Bharu Development Corporation wants to seize our land?

That statement is totally not true. In Act 733 and government guarantee, in principle, the reacquisition of land in Kampong Bharu shall not be done merely for redevelopment of property of landowners and inheritors. Reacquisition will take place for public interest only. Upon the reacquisition of land, the steps to replace the part being taken in the form of right or asset or something more appropriate subject to negotiation between PKB, the developer and Landowner/Inheritor/Developer.

How fast can a development be done for Kampong Bharu area?

Each development in Kampong Bharu is guaranteed to be processed through the fast track. It is also subject to the type or category of development agreed upon by both the landowner and the developer/GLC concerned. This means that Kampong Bharu Development Corporation (PKB) will make sure that each development is on schedule. The quality and level of professionalism of all parties is crucial. PKB has targetted that Kampong Bharu will be fully developed by 2030.

What is the control mechanism of development set by Kampong Bharu Development Corporation?

The control mechanism of development is the core enforced and provided by the government to enable PKB to safeguard the interests of landowners and inheritors of Kampong Bharu so that it would not fall into the hand of outsiders which will eventually eliminate their rights and also means the loss of supreme Malay settlement in Kuala Lumpur.

What is the most appropriate transaction Model?

The are 4 transaction models. The first one is for the landowners and inheritors who can afford to develop their own land by getting a special incentive from PKB. At the same time, their application will be given priority for quick approval by special OSC chaired by the Minister. Second, a corporate and non-corporate joint venture development. All this involves selected GLCs or developers who have strong financial resource and are supported by their own development expertise. At the same time, this transaction model can be adjusted according to circumstances and necessities.

When will the master plan of Kampong Bharu be ready?

The first draft of the master plan is scheduled for completion in October 2013. After getting a general feedback, the plan will be finalised not later than July 2014 and after that the plan will be the future development guide of Kampong Bharu which is developed strategically and comprehensively beyond 2020.

How will the interests of Malays be safeguarded and at the same time the non-Malays can carry out activities in the area of Kampong Bharu?

PKB, established under Act 733 is fully responsible in ensuring the future of Kampong Bharu property. Through the master plan and the authority of PKB with strong support from landowners and inheritors, the rights and interests of the Malays will continuously be secured for generations.

At the same time, the non-Malays can carry out their activities through rental and leasing.
